Expired Message logs are not generated when configured on the command line or in the configuration file

Issue

The "debug Message Expired from queue" logs are no showing up in the logs.  It does not matter whether this is configured on the command line in the init.d script as:

--log-enable info+ --log-enable debug:broker::Queue::isExpired 

 or in the qpid configuration file as:

log-enable=info+
log-enable=debug:broker::Queue::isExpired
