Why do Fuse ESB 4.x servicemix-<component-name> configurations needs to be in etc/<component-name>.cfg (vs component.properties)?

Why do Fuse ESB 4 servicemix component configurations need to be in etc/component-name.cfg when the servicemix components configuration class refers to component.properties as the configuration file for the component?
