Issue

Error "PLP0000: Update failed (not okForStorage)", when trying to sync a custom puppet repository into satellite using a
URL location of "file:///path/to/repo"

  PLP0000: Update failed (not okForStorage)

Below is the extract from the dynflow console and the pulp backtrace shows:

3: Actions::Pulp::Repository::Sync (skipped) [ 4.32s / 0.79s ]

Uploading a module manually works for fresh repository, it fails after attempting to sync a file repository
