Script in /etc/rc.d/init.d/ works when run after boot, but fails during boot on RHEL

Issue

We have a startup script in /etc/rc.d/init.d/, which works when we start it after the system boots. If fails to start if we add it to /etc/rc.local or /etc/rc.d/
