Setting up manual approval

According to the documentation, I have copied the
ManageIQ/Infrastructure/VM/Provisioning/StateMachines/ProvisionRequestApproval/*to my own domain and have changed the Default to mac_vms -1 -
According to the documentation I should then have the validate_request / pending request running to have a mail sent to the approvers.
-
However with max_vms set to -1 or 0 still keeps going into auto-approve
