When following f5 ramp node set-up, ovs-ofctl returns command not found

Issue

• When following the documentation in https://docs.openshift.com/enterprise/3.1/install_config/routing_from_edge_lb.html to set-up the openshift side of the F5 "ramp node" when I get to the part about setting up the SNAT rules for the SDN I can't find the ovs-ofctl command.

I know this is part of the openvswitch package, but I don't think it's as simple as installing that, as the SDN is obviously already deployed.

Does there need to be updates to the documentation to account for a containerized install? How do I interact with openvswitch when I've installed with this method?
