Issue

Red Hat Directory Server 8.0 uses "userPassword" value that clearly shows the encryption algorythm:

userPassword: {SSHA}TyR/Iy1RyNGnijW8yx...  - salted SHA1 with 140 bit key.

In 9.1 version the fomat is not clear userPassword: e1NTSEF9VHlSL0l5MVJ5T.. - the tag with the encryption method is missing.
