Adding cipher that starts with "TLS_" to jdk.tls.disabledAlgorithms does not disable the algorithm in Java

Issue

  • Disabling TLS_RSA_WITH_3DES_EDE_CBC_SHA with jdk.tls.disabledAlgorithms has no effect
  • Disabling some older ciphers that start with TLS_ have no effect
