Issue
- META-INF/services are not loaded and invoked from nested modules and deployments. For example, we include a ServletContainerInitializer in module a. Module b depends on and exports module a, and application c depends on module b. The ServletContainerInitializer is not found and invoked in this scenario, but if application c depends directly on module a, it is.
