Horizon postconfig step skipped during overcloud deployment

Issue

• During overcloud deployment, at the final bootstrap step, it's noticed that horizon postconfig step is skipped.
• A subtle message after what appears to be successful overcloud deployment of Skipping "horizon" postconfig because it wasn't found in the endpoint map output is present.
• Horizon doesn't get setup with overcloud deployment
• Horizon endpoints are missing after overcloud deployment
