Interrupts do not balance with irqbalance in "exact" IRQ hinting mode
IRQs are assigned to unexpected CPU cores or NUMA Nodes when /etc/sysconfig/irqbalance contains:

IRQBALANCE_ARGS="-h exact"
IRQBALANCE_ARGS="--hintpolicy=exact"
```
NIC driver does not appear to properly provide affinity_hints to for interrupt balancing
