All configuration lost after rebooting RHEV-M server

Issue

RHEV-M server was rebooted and the Admin Portal does not show any of the previously configured settings.
All the records are in the database, but UI does not show anything that was configured - no hosts, not storage domains, no networks.

Error message in /var/log/ovirt-engine/ui.log:
