Why isn't "#include" working in the sudoers file on RHEL 5?

#include doesn't work in /etc/sudoers file. For example:

#include /etc/sudoers.local

Environment

  • Red Hat Enterprise Linux 5.4
  • sudo-1.6.9p17-5.el5
