How do I remove stale volumes in my OpenStack?

Issue

Some volumes were left lingering in Cinder / Horizon (Volumes GUI) after a failed removal.
The volumes are no longer present in the systems
The hosts also no longer exists, preventing the removal

How can I remove these stale volumes?
