Enforce UTF-8 encoding when submitting form values

Issue

• We allow users to submit data through a jsp file to the server. However, some content received from the client browser gets garbled
• We are having an issue with form posts involving umlauts in JBoss Portal.  Basically, whenever I post ÄëÔÝß the server receives ÄëÔÃ?ß. We already tried to explicitly set the file encoding by adding the parameter -Dfile.encoding=UTF-8 to jboss' run.[bat|sh] java_opts.
