Why rabbitmq server is not able to stop by normal operations?

Issue

Rabbitmqserver is not stopping by regular pacemaker operation.
Rabbitmqserver is not stopping by regular rabbitmqctl stop_app neither rabbitmqctl stop.
Both application and erlang process are only stopped after forcing the SIGTERM / SIGKILL.
