Multiple VIP / floating IPs on one NIC not functional in OSP with nova networking

Issue

After configuration of multiple IP addresses on the same vNIC, these additional NICs do not work.

Configuration of nodes:
Node A:

192.168.32.2
VIP 192.168.32.3

Node B:

192.168.32.1

It is possible to ping from Node B to 192.168.32.2, but not to 192.168.32.3
arp -n on Node B shows a valid entry for 192.168.32.2, but not for .11
