Attempting to change the plymouth theme in RHEL 6 to "rings" fails and defaults back to text

Issue

When trying to change the default plymouth theme in RHEL 6 using plymouth-set-default-theme to any theme (i.e. "rings") the theme fails to change on a reboot and still shows the "default" bar or text.
