IPsec tunnel fails with the error "NO_PROPOSAL_CHOSEN" between openswan from a RHEL system and ibm lpar mainframe
Issue
When setting up an IPsec tunnel with openswan, the tunnel does not finish negotiation and gets the error: "NO_PROPOSAL_CHOSEN"
