How to make the pv-recycler pod run on specific nodes for NFS PV's

Issue

Not all nodes in our environment have NFS access. So when OpenShift schedules a pv-recycler pod, it ends up on nodes which don't have any NFS access. This causes the recycle to fail. How can we modify the configuration to make the pv-recycler run in a particular region?
I want to limit the pv-recycler pod to specific nodes
