Need to assign a custom broker.xml to a broker created using 'mq-create'

Issue

On Fuse/Fabric8, the mq-create command creates a fabric profile that can be assigned to a container to instatiate an A-MQ message broker in that container. However, that profile does not have its own broker configuration file (activemq.xml/broker.xml), but inherits it from the parent profile mq-base. The default configuration file assumes KahaDB persistence and defaults for most other settings. Sometimes it is necessary to configure the newly-created broker, without affecting the fabric defaults.
