After deploying additional hosts in RHEV cluster, RHEV Engine fails to start on new nodes.
Issue
- The RHEV 3.5 Hosted Engine cannot start in deployed 3.6 Hosts.
- After deploying 3.6 Hosts in a 3.5 Hosted Environment i see messages in the agent logs / service status like:

Apr 12 22:00:55 hostname ovirt-ha-agent[3882]: ovirt-ha-agent ovirt_hosted_engine_ha.agent.hosted_engine.HostedEngine.config ERROR Unable to get vm.conf from OVF_STORE, falling back to initial vm.conf
Apr 12 22:00:55 hostname ovirt-ha-agent[3882]: ERROR:ovirt_hosted_engine_ha.agent.hosted_engine.HostedEngine.config:Unable to get vm.conf from OVF_STORE, falling back to initial vm.conf
