mod_cluster does not maintain session stickiness when stickysession ID name is in both URL and Cookie
Issue
- mod_cluster is not using the correct JVM Route when making a request that has a session ID in the URL.
- mod_cluster chooses sticky session ID from URL when it contains the sticky session cookie name
