HorizontalPodAutoscaler not working when behind proxy with OpenShift 3

I setup HorizontalPodAutoscaler following the documentation but I receive errors where pod failed to get CPU consumption and request.

Errors Seen
failed to get CPU consumption and request: failed to unmarshall heapster response: invalid character 'E' looking for beginning of value (109 times in the last 54 minutes, 6 seconds)
HorizontalPodAutoscaler FailedGetMetrics failed to get CPU consumption and request: some pods do not have request for cpu
HorizontalPodAutoscaler FailedComputeReplicas failed to get cpu utilization: failed to get CPU consumption and request: some pods do not have request for cpu
Environment
- OpenShift Enterprise 3.1.x
