Cannot migrate cinder volume from one backend to another

Issue

• Cinder volume type , volume_type
• migrate volume with different volume backends
• migrate volume with different volume type
• A cinder migrate from one LVM backend to another fails and the below messages are seen in the cinder scheduler log:
