Is BIG5-2003 (CNS11643) included in iconv?

Can not use iconv to convert characters from UTF-8 to BIG5-2003.

Can not convert some character from UTF-8 to BIG5:
# cat from.txt
厄夜迷踪
# iconv -f utf-8 -t big5 from.txt
�̩]�giconv: illegal input sequence at position 9
- The word '踪' is not included in BIG5 character set, it is inclued by BIG5-2003.
Environment
- Red Hat Enterprise Linux 6
- Red Hat Enterprise Linux 7.0 ~ 7.5
