When using iptables and ip6tables restart of iptables failes with the following:

# service iptables restart
Flushing firewall rules: [ OK ]
Setting chains to policy ACCEPT: mangle nat filter [ OK ]
Unloading iptables modules: [FAILED]
Applying iptables firewall rules: [ OK ]
