Heat stack-create takes forever, and getting longer
Issue
- Creating large heat stacks causes the subsequent stack creates to become longer and longer since they will slowly fill up the database.
- Heat database fills up after multiple stack creates.
- Heat stack creates get slower after multiple stack creates.
