Gluster volume creation fails with error "failed Host is not in 'Peer in Cluster' state"

Issue

After adding all Gluster nodes to the pool, it is not possible to create a volume and the Gluster volume create command fails with the error message volume create: <volume name>: failed: Host <Gluster Host> is not in 'Peer in Cluster' state.
