Unable to apply latest RHBA-2016:0077 for hosts using Satellite Tools repositories
Issue
User sees RHBA-2016:0077 as synchronized and available on the Satellite but when clicking the Content -> Errata list and selecting "Applicable" it shows zero hosts.
Specifically hosts having version python-qpid-proton-0.9-11 or earlier are unable to apply the updates in RHBA-2016:0077 or other errata.
