Why "systemctl reboot" takes random time to bring up the node in openstack HA setup ?

Issue

  • Why node hosting neutron-ovs-cleanup service take random time to come back after the reboot?.
  • Why neutron-ovs-cleanup resource is not getting failover to other HA nodes while rebooting the node on which it's running/started/active?.

Environment

  • Red Hat Enterprise Linux OpenStack Platform 6.
  • Red Hat Enterprise Linux OpenStack Platform 7.
  • Red Hat OpenStack Platform 8.
