The message "The system requires a reboot" does not disappear after reboot

Issue

• After updating glibc a reboot was planned. On the Satellite webUI, the message "The system requires a reboot" still persists for the affected RHEL system. Also, after scheduling a 2nd reboot through Satellite webUI, the message is still there.
• has_errata_with_keyword_applied_since_last_reboot is wrong
• Systems rebooted within an hour of updating a package containing the rebootRequired flag do not get cleared in the "Requiring Reboot" list
• After upgrade from 5.7 to 5.8, registered Clients requires reboot message showing on Satellite webui, even after reboot error message did not vanish.
