Attempting to communicate instance from different tenant on different private network

Issue

There is an openstack installation with multiple tenants. In one of the tenants we run a RHUA server and a CDS server on two VMs. This is sufficient to provide updates to additional VMs in this tenant as they share the same internal network. What is the recommended way to enable VMs in different tenants to connect to this CDS ?
