kernel-rt: scheduling while in atomic on early boot

Issue

A newly installed kernel-rt can not boot, freezing on early boot with messages about scheduling while in atomic for filesystem/block device process. For example, fsck, mount or block device's kworkers.

Environment

Red Hat Enterprise MRG for Realtime (MRG-RT)
- kernel-rt-3.10.0-327.rt56.170.el6rt

Red Hat Enterprise Linux for Real Time (RHEL-RT)
- kernel-rt-3.10.0-327.rt56.204.el7
- kernel-rt-3.10.0-327.4.5.rt56.206.el7_2

Multiqueue block devices, like /dev/nvme*
