Why does rgmanager not stop when it's been started after cman is down?
Issue
In a situation where cman is not running and rgmanager has been started it is impossible to shut rgmanager down. It will sit there and won't shutdown.
Environment
- Red Hat Enterprise Linux 5
- Red Hat Cluster Suite 5
