Why there is no "Reboot and Shutdown" buttons on logout pop-up in RHEL5 XDMCP KDE session ?

Issue

In Xdmcp session, when a user uses the "Log Out ..." action from the main menu, the "End Session" pop-up only shows the "End Current Session" button. Why there is no "Reboot and Shutdown" buttons on logout pop-up ?
On RHEL7 local console in KDE "Leave" menu, the user has choices for Logout, Lock, Sleep, Hibernate, Restart and Shutdown. But same options are not available on RHEL5 Xdmcp KDE session.
