RHEL 7.2 cloud image's subscription manager plugin causes delayed start
Issue
- The RHEL 7.2 cloud / kvm guest image has a rh_subscription plugin that attempts to auto-register. If there are firewall rules to block the request then there will be a 2 minute timeout for cloud-init to finish.
