[Sat6] katello-service stop, stops services in the wrong order

Issue

• katello-service stop, stops services in the wrong order. The database are stopped first, then the messaging layer, and then the app. Once the database layer is gone, all the other layers start throwing errors when they attempt to shutdown, because the database(s) are unavailable
• katello-service restart restart each service in turn, rather than performing an orderly shutdown and startup
