[Sat6] capsule installer generates invalid dhcp.conf for non local networks

Issue

• The capsule installer generates invalid dhcp.conf for non local networks. This occurs when you pass the installer a subnet range that none of the ethernet interfaces on the capsule are a part of. This results in a broken dhcp.conf file and a non working dhcp server
