How do I configure Apache HTTPD, CGI, and mod_suexec?

Issue

I would like to configure Apache HTTPD so that users can execute CGI scripts (php, perl, python, etc) from their home directories. I also want their scripts to be executed using mod_suexec so that the scripts are executed as that particular user and not apache or root users.
