Overcloud deploy fails when deploying to VMware VM's using vlans.
Issue
- $ sudo journalctl -u os-collect-config on the overcloud-compute shows failure to ping between vlans on the tenant network, possibly other networks as well.
- Vlans are not configured on the VMware virtual switches, so traffic is passed.

Stack failed with status: Resource CREATE failed: Error: resources.ComputeAllNodesValidationDeployment.resources[0]: Deployment to server failed: deploy_status_code: Deployment exited with non-zero status code: 1
