Why system throws error "SIOCSIFFLAGS: Device or resource busy" while bringing up bnx2 network interface?

Issue

System gives following error while bringing up eth network interface:

ERROR SIOCSIFFLAGS: Device or resource busy

Restarting network service also results in the same output. No hardware issues are detected in hardware diagnostics.
MAC Address of Broadcom bnx2 network interface has changed to EA:5E:00:0C:EA:5E
