CF3.0 to CF3.2 Migration: As admin user, navigating to MyServices results in Proxy Error

Issue

• The new CF3.2 can't seem to pull up all the services, there are thousands of services due to the bulk provisioning script and that causes the page to load up very slowly. Thus the httpd service that proxypasses to the rails app eventually gives up.
