[Satellite6] goferd taking 100% CPU after successful reconnect to qdrouterd stopped for a longer time

Issue

having Satellite/Capsule down for some time (i.e. taking backup)
- especially qdrouterd service is down
after restoring service, goferd process on a Content Host registered to the Satellite/Capsule consumes 100%CPU
- contrary to this defect, goferd has established a TCP connection to the Satellite/Capsule, port 5647

Environment

Red Hat Satellite 6.1.6
- gofer-2.6.8-1 and python-gofer-2.6.8-1 packages on the Content Host
