Loading unsigned kernel modules in FIPS mode causes panic

Issue

  • 3rd-party software works fine on our system until we boot into FIPS mode. After that the system always panics when we run our 3rd-party software.

  • In earlier versions of RHEL6 (e.g., 2.6.32-431* series), we were able to load our 3rd-party kernel modules under FIPS mode.
    Now in 2.6.32-504* series kernels (and newer), the system panics when we try to load our modules.

Environment

  • Red Hat Enterprise Linux 7
  • Red Hat Enterprise Linux 6
  • FIPS mode
