Attempting to promote qpid broker to primary,an exception is received
Issue
- having qpid brokers in a HA (active/passive) cluster
- trying to promote newly started broker fails with error
[Exception: Exception from Agent: {u'error_code': 7, u'error_text': 'Joining active cluster, cannot be promoted.'}]
