Print jobs disappear from RHEL after CUPS queue is disabled and then re-enabled.
Issue

Print jobs seem to disappear when a printer is re-enabled.

We have many printers that are sometimes in maintenance, i.e. the printer might be offline for a week. The technician repairs the printer and the print jobs should then ALL still be present and are then processed. However, the first print job in the queue will sometimes not be printed, but it's also not in the queue.

We are seeing the following sequence of events:

Sometimes, a printer will go off-line due to a maintenance problem. These printers can be off-line for as much as a week.

When the printer goes off-line the job that is being sent to the printer (or the next job to be sent to the printer) will fail and cause the print queue to become disabled.

Although the print queue is disabled, it is still accepting new jobs. (This is the expected behavior.)

When the printer is put on-line again, the next job in the print queue disappears from the queue, but is not printed on the printer. (This is not expected behavior.)

- Red Hat Enterprise Linux 6.7
- Common Unix Printing System (CUPS) 1.4.2-72.el6 or earlier
