Create a single service to start/stop fabric containers.

Issue

• We want to create a single service which can be use to Start and stop the Fuse and container associated to the server.
• For example if I have fuse installed and 2 container created on it, and if my service script will execute to stop then it need to stop first both container and then fuse server.
• Similarly if my service script will execute to start then it need to start first fuse and then both container.
• Autostart as windows startup service
• Avoid manual startup Fuse services
