HTTP RANGE requests fail when using varnish

Issue

When using a varnish proxy to access installation repositories, anaconda fails with the following

    The following error occurred while installing.  This is a fatal error and installation will be aborted.
    error populating transaction after 10 retries: failure: Packages/glibc-common-2.17-105.el7.x86_64.rpm from anaconda:
    [Errno 256] No more mirrors to try.
    Press enter to exit.

Environment

  • Red Hat Enterprise Linux 7
    • Red Hat Software Collections rh-varnish4-varnish-4.0.3
    • Technically any thing based on upstream varnish 4.0 (or earlier)
