RHEL 7.1 server with graphical target enabled panicking often due to Out-of-Memory errors

Issue

Server with graphical target enabled is constantly panicking due to Out-of-Memory (OOM) condition. This server is used as a jump server and is not heavily utilized, but there are external processes that use SSH to log in approximately 30 times per minute to ensure that the server is up.

When logged in, and running top, there are some processes including accounts-daemon, which have grown very large-as large as 50gb in virtual memory.
